Article Processinf Fees (APF)

-The Article Processing Fee (APF) invoiced to Estonia or authors that are from the European Union (EU) but do NOT havevalid VAT number are subject to 24% VAT.

-EU institutions and organizations that pay the fee on behalf of authors can avoid payment of 24% VAT by providing their VAT registration number.

Individuals and organizations should NOT add the 24% VAT outside the EU.

Article Withdrawal process and  Refund or Cancellation Policy during editorial workflow as described below;


1 Withdrawal Before Peer Review Initiation

The corresponding author may request the withdrawal of a submitted manuscript within seven (7) days of submission, provided that the peer-review process has not yet been initiated.
• Such requests must be submitted in writing by the corresponding author.
• A clear and compelling reason for withdrawal must be provided.
• If the Article Processing Fee (APF) has already been paid and the peer-review process has not yet started, a full (100%) refund of the APF will be issued, even if initial administrative or technical processing has commenced.

2. Article Withdrawal After Acceptance

Once a manuscript has been formally accepted for publication, withdrawal by the authors is generally not permitted, regardless of the publication stage, including but not limited to:
• Author proof stage,
• Editorial proof stage,
• eFirst / Online First publication,
• Assignment to a regular issue.

Acceptance of a manuscript represents a binding commitment between the authors and the journal.

Exception:
At this stage, if the corresponding author submits a valid and compelling justification that is in accordance with internationally accepted publication ethics (e.g., COPE/ICMJE standards), and the Article Processing Fee (APF) has already been paid, the journal may, at its sole discretion, consider the withdrawal request on a case-by-case basis.

In such exceptional cases:
• A submission portal usage and administrative fee of 50% of the APF will be retained by the journal, and
• The remaining 50% of the APF will be refunded to the author(s).

3. Publisher-Initiated Withdrawal or Retraction

Notwithstanding the above, the journal reserves the right to withdraw, retract, or remove an accepted or published article at any stage of the publication process if serious ethical or scientific violations are identified. These include, but are not limited to:
• Plagiarism or self-plagiarism,
• Multiple or duplicate submissions or publications,
• Fabrication, falsification, or fraudulent use of data,
• Authorship manipulation or undisclosed conflicts of interest,
• Any violation of internationally accepted ethical guidelines or publication standards.

All publisher-initiated withdrawals or retractions shall be conducted in full compliance with the Committee on Publication Ethics (COPE) Retraction Guidelines, as well as relevant recommendations of ICMJE and other internationally recognized ethical bodies, and may be accompanied by formal notices (e.g., withdrawal notice, retraction notice, or expression of concern).

Where an article has completed all editorial and production stages, has been formally published, and has subsequently been indexed by indexing and abstracting services, any publisher-initiated withdrawal or retraction shall not, under any circumstances, give rise to a refund-partial or full-of the Article Processing Fee (APF).

This provision applies irrespective of the timing of the discovery of the ethical violation and reflects the substantial editorial, administrative, production, dissemination, and indexing costs already incurred by the publisher.
